For Counselors: Creating & Sending a Final Report with the Common App Integration

Final Reports are used to send a student's final transcript and grades after admission decisions are made. They are typically sent only to the college where the student plans to enroll, but may also be sent to colleges where the student has been waitlisted or deferred based on your school settings.

This guide walks you through preparing, creating, and sending Final Reports. Review the "Before You Start" section first for best practices and tips before you begin.

Before You Start

Complete these steps before creating reports:

  • Record application outcomes – Confirm that each student's application outcomes are recorded in Scoir (Enrolling, Waitlisted, or Deferred). These outcomes determine which applications need a Final Report. Counselors or the student must enter them on the student's My Colleges page.
  • Bulk upload final tanscripts (recommended) – Each Final Report requires the student's final transcript. You can upload transcripts while creating reports, but we recommend bulk uploading them in advance. This way, transcripts attach automatically during report creation.
  • Ensure final grades and GPA are finalized – Final Reports should reflect the student's official final academic record. Make sure final GPAs are updated in Scoir before completing reports.
  • Send other counselor forms before the Final Report – For Common App colleges, send any unsent forms (such as an Optional Report or Fee Waiver) before submitting the Final Report. Once submitted, unsent counselor forms are removed from the packet and can no longer be sent. If you miss one, you can unsubmit the Final Report to restore them, as long as the report hasn't been downloaded by a Common App college yet (see Unsubmitting a Final Report below).
  • Start early with drafts – Create Final Reports and save as drafts before transcripts are ready. Scoir will automatically attach transcripts when they're uploaded later, and will flag any GPA changes. You'll need to return to each draft to review and complete it before sending.
Once a Final Report is sent, you cannot send any other counselor forms. The only exception is sending a Counselor Recommendation or a Final Report to an additional college if needed. Please ensure all other materials are sent before sending a Final Report.

Which Applications Need a Final Report?

Your school controls this through the Send Final Reports setting. An account admin selects which application outcomes should receive a Final Report, and Scoir automatically adds it to the student's packet.

There are two options:

  • Enrolling only – Final Reports are sent just for the college where the student plans to enroll.
  • Enrolling, Waitlisted, and Deferred – Final Reports are sent for all three outcomes.

Finding Students Who Need Final Reports

To find students with applications that need Final Reports:

  1. Go to Applications > Overview
  2. Open Filters, scroll to Application Details, and select the relevant outcomes (Enrolling, Deferred, or Waitlisted). Then, click Apply Filters. The table updates to show only students with these outcomes.
    Save these filters as a View so you can quickly access this list anytime
  3. Click a student's name to go to their profile and begin the Final Report when ready.
  4. Use the forward and back arrows at the top left to move between students without returning to the Applications Overview page.
Beginning May 15 each year, if a student has an outcome that matches your school's settings but doesn't have a Final Report created, that application will be marked as "Needs Attention" on the Counselor Dashboard.

Create the Final Report

You must create each Final Report individually.

Go to the student's profile, expand Colleges & Applications, and select Manage Documents. Scroll to Final Report and click Create.

The Final Report includes the following sections:

Student Information

Review information pulled from the student's Scoir profile. To make changes, you or the student must update the profile directly.

Academics

What you see here depends on your School Reports Template configuration (whether GPA or Class Rank is enabled, for example). Complete or edit the required fields as needed. Some fields may be pre-filled from the template. Any edits won't affect the template or other reports.

GPA updates made in a student's profile or via bulk import are automatically reflected in the Final Report. If a GPA changes while the report is in draft, you'll see a banner noting the change along with the previous value in case you need to revert.

This makes it easier for counselors to create drafts of final reports for all students before final grades are available, and then quickly completing them once transcripts and grades are updated in the system.

Transcripts

Common App only accepts transcripts in PDF format under 2 MB. See Troubleshooting PDF Upload Errors if you run into issues.

Schools using the Common App integration will see an additional section for Transcripts. Here, you can upload Final Transcripts for each student directly within the report. Or, you can add them ahead of time individually, or by bulk, so they’re already attached.

Preview the transcript, confirm the details, and check the box to confirm the upload.

If transcripts aren't ready yet, save the report as a draft. If transcripts are bulk uploaded later, Scoir will automatically attach them. Just return to each student's report to review and submit.

Other Corrections or Updates

You’ll answer three "yes" or "no" questions that allow you to make corrections or updates prior to sending the report:

  • Did or will the student graduate as anticipated this year?
  • Have there been any changes to senior year courses from the original School Report?
  • Do you wish to update your original evaluation of this applicant?

Counselor Information

This section shows who is completing the Final Report. For Common App applications, the student's assigned counselor appears as the signatory. For all other applications, the counselor completing the report is listed.


To pause, click Save as Draft. When all fields are complete, click Complete. The Final Report appears as a blue link with a created date.

Send the Final Report

After completing the Final Report, it appears on the student's Send Documents page for any applications with matching outcomes.

Click the Final Report to preview it. What you see in the preview depends on the application method:

  • Common App applications: Scoir displays the Common App Final Report with any attached documents listed directly beneath it.
  • All other applications: Scoir displays the Scoir Final Report. Transcripts must be sent separately for these applications.

For Common App colleges, the Final Report must be sent last, as sending it prevents any other documents from being sent for that student. You can send it individually or in bulk. When sending in bulk, Scoir sends any unsent counselor forms first before sending the Final Report.

Once you've reviewed the report, click Send for each application packet where it should go.

Final Reports are sent one college at a time. Sending to one Common App school does not send it to the others — you'll need to click Send for each college individually.

How Bulk Send Handles the Final Report

You can send documents in bulk using Send Unsent on the Send Documents page or from Applications > Send. If a student's packet includes other unsent counselor forms alongside the Final Report, Bulk Send will send those first and hold back the Final Report. Once all other documents are sent, run Bulk Send again and the Final Report will go through. This ensures no forms are skipped or left in a pending state.

What Happens Once the Final Report Is Sent

Once the Final Report is sent to any Common App college, the following applies:

  • Unsent counselor forms are removed from all packets and can no longer be sent. If you need to send one you missed, unsubmit the Final Report first (see Unsubmitting a Final Report).
  • Packet status for any Common App colleges without a Final Report added will update to Complete and Sent automatically.
  • The Final Report cannot be deleted once sent to Common App.
  • Counselor and Teacher Recommendations can still be sent at any time using the Manage Recommendations option.
Once a Final Report is sent, you cannot send any other counselor forms. The only exception is sending a Counselor Recommendation or a Final Report to an additional college if needed. Please ensure all other materials are sent before sending a Final Report.

Unsubmit a Final Report

Final Reports cannot be deleted or edited once sent. If you need to make changes or send a form you missed, you must unsubmit the Final Report first.

Unsubmitting a Final Report from one Common App college pulls it back from all Common App colleges for that student. This is only possible if the report hasn't been downloaded by a Common App college yet.

Once unsubmitted, any counselor forms that were previously removed from the packet will be restored and can be sent again.

To unsubmit a Final Report:

  1. Go to the student’s profile, expand Colleges & Applications and select Send Documents.
  2. Locate the Final Report and select Unsubmit.

Once unsubmitted, return to Manage Documents to make any changes to the report. When you're ready to resend, go back to Send Documents. For Common App applications, click Send. For all other applications, click Resend and the college will receive the latest version.

Final Reports cannot be unsubmitted in bulk for multiple students. They must be unsubmitted individually from each student’s application packets.
